Keys must never exist unencrypted on disk. AWS KMS, Azure Key Vault, or HashiCorp Vault configured.

Key rotation policy defined and automated

TLS certs: 90 days. Signing keys: 12 months. CA root: 5 years. Rotation must not require downtime.

Backup keys encrypted and stored off-site

Encrypted at rest (AES-256). Stored in a different region/provider than primary keys.

Signing keys separated from TLS keys

Compromise of one key type must not compromise the other. Different KMS key IDs.
